Narrative:
Departed elm IFR flight plan, cleared to roc radar vectors, then direct roc. In flight issued new clearance V31 roc. Clearance changed to V252, report ridge intersection. Preflight briefings at X:30, X+2:30, and X+6:20 local all included NOTAM that gee VOR OTS. V252 runs off gee VOR. I asked elm controller if gee was back in service, and advised him of the NOTAM. He replied he had heard nothing about it. I tuned gee but did not receive a signal. I advised elm that I was not receiving gee and was then cleared roc direct. Callback conversation with reporter revealed the following: reporter stated that he was with his CFI on a x-country IFR check flight. No reason given as to why the controller gave clearance on an arwy dependent upon the subject VOR.

Title: REPORTER COMPLAINS OF IMPROPER ATC CLRNC. VOR WAS NOTAMED OUT OF SERVICE AND CTLR NOT AWARE.
Narrative: DEPARTED ELM IFR FLT PLAN, CLRED TO ROC RADAR VECTORS, THEN DIRECT ROC. IN FLT ISSUED NEW CLRNC V31 ROC. CLRNC CHANGED TO V252, RPT RIDGE INTXN. PREFLT BRIEFINGS AT X:30, X+2:30, AND X+6:20 LCL ALL INCLUDED NOTAM THAT GEE VOR OTS. V252 RUNS OFF GEE VOR. I ASKED ELM CTLR IF GEE WAS BACK IN SVC, AND ADVISED HIM OF THE NOTAM.
