Narrative:

I was approaching bwi airport from the southeast. While still 4-5 mi out, I was advised by the tower 'cleared to land runway 28, hold short runway 33'. I flew a left base and turned final approximately 1 mi from the end of runway 28. As I approached touchdown I noticed 3 or 4 aircraft waiting to depart runway 28. I added power and touched down about 1000' from the approach end of the runway. My purpose was to expedite clearing the runway to aid in the flow of traffic. There are no txwys from the end of runway 28 until the intersection of runway 22. As I approached that intersection I could see a single-engine high-wing aircraft in position on the end of the runway (22). I was expecting instructions from the tower for departing the runway (28). What I heard was 'light transport (number unknown) cleared for takeoff runway 28'. I pressed my transit button and announced 'identification is on runway 28'. When I released the button I heard the tower giving instructions to another aircraft indicating that they had been transmitting and did not hear me. Suddenly, I heard the whoosh of the light transport as it streaked over my head no more than 200' above the runway and approximately 70' to my left. I had moved to the right side of the runway in anticipation of a right turn off and then further to the right when I became aware of the conflict. Finally I was advised by the tower to make a 'hard right onto runway 22'. The tower controller sounded uncertain at times. I could hear someone talking to her in the background on the radio and it sounded like instructions were being given to her. I'm not familiar enough with ATC tower operations to know just what went wrong. I believe that clearing the light transport for takeoff while I was still on the runway was an error that could have had disastrous results. If there had been no aircraft on runway 22 I would have turned onto that runway as soon as I heard the tower clear the light transport for takeoff, but I couldn't be sure that the aircraft I could see on runway 22 would not also be cleared for takeoff.

Narrative: I WAS APCHING BWI ARPT FROM THE SE. WHILE STILL 4-5 MI OUT, I WAS ADVISED BY THE TWR 'CLRED TO LAND RWY 28, HOLD SHORT RWY 33'. I ADDED POWER AND TOUCHED DOWN ABOUT 1000' FROM THE APCH END OF THE RWY. MY PURPOSE WAS TO EXPEDITE CLEARING THE RWY TO AID IN THE FLOW OF TFC. THERE ARE NO TXWYS FROM THE END OF RWY 28 UNTIL THE INTXN OF RWY 22. AS I APCHED THAT INTXN I COULD SEE A SINGLE-ENGINE HIGH-WING ACFT IN POSITION ON THE END OF THE RWY (22). I WAS EXPECTING INSTRUCTIONS FROM THE TWR FOR DEPARTING THE RWY (28). WHAT I HEARD WAS 'LTT (NUMBER UNKNOWN) CLRED FOR TKOF RWY 28'. I PRESSED MY TRANSIT BUTTON AND ANNOUNCED 'ID IS ON RWY 28'. WHEN I RELEASED THE BUTTON I HEARD THE TWR GIVING INSTRUCTIONS TO ANOTHER ACFT INDICATING THAT THEY HAD BEEN TRANSMITTING AND DID NOT HEAR ME. SUDDENLY, I HEARD THE WHOOSH OF THE LTT AS IT STREAKED OVER MY HEAD NO MORE THAN 200' ABOVE THE RWY AND APPROX 70' TO MY LEFT. I HAD MOVED TO THE RIGHT SIDE OF THE RWY IN ANTICIPATION OF A RIGHT TURN OFF AND THEN FURTHER TO THE RIGHT WHEN I BECAME AWARE OF THE CONFLICT. FINALLY I WAS ADVISED BY THE TWR TO MAKE A 'HARD RIGHT ONTO RWY 22'. THE TWR CTLR SOUNDED UNCERTAIN AT TIMES. I COULD HEAR SOMEONE TALKING TO HER IN THE BACKGROUND ON THE RADIO AND IT SOUNDED LIKE INSTRUCTIONS WERE BEING GIVEN TO HER. I'M NOT FAMILIAR ENOUGH WITH ATC TWR OPERATIONS TO KNOW JUST WHAT WENT WRONG. I BELIEVE THAT CLEARING THE LTT FOR TKOF WHILE I WAS STILL ON THE RWY WAS AN ERROR THAT COULD HAVE HAD DISASTROUS RESULTS. IF THERE HAD BEEN NO ACFT ON RWY 22 I WOULD HAVE TURNED ONTO THAT RWY AS SOON AS I HEARD THE TWR CLEAR THE LTT FOR TKOF, BUT I COULDN'T BE SURE THAT THE ACFT I COULD SEE ON RWY 22 WOULD NOT ALSO BE CLRED FOR TKOF.
