Narrative:
Arrived in north.Y. Approach area for approach into ewr. WX was well below forecast WX for our arrival. Company NOTAMS received in chicago made no mention of runway 22L ALS being OTS. Ewr ATIS at 50Z also did not mention the ALS NOTAM. WX was 600/1. Approach informed us RVR was 2600'. We briefed the approach with minimums of 1800' RVR with captain landing from monitored approach if RVR fell below 2400' RVR. At G/south intercept, RVR was reported as 3000'. We picked up the runway environment at 350' AGL and noticed the ALS was not on. A quick check showed runway 22L requires RVR 4000' for ALS inoperative. We started on illegal approach due to lack of information on the NOTAM. Landing was made west/O incident.
