Narrative:
After a 38 min ATC delay we blocked out from san. Taxied out, did pretkof checklists and were delayed several mins by landing aircraft. When we were #1 we were cleared for takeoff on runway 27, immediate, as there was an aircraft on final. It was the first officer's leg. The WX was VMC, wind out of the northwest 15 gusting to 20 KTS, about, and I told the first officer to delay rotation some because of possible shear. We flew together most of 1/90 and this was the last leg of a 4-DAY trip. Turning onto the runway I told him to advance power for takeoff, and then when I lined up I told him he had the steering. All this was normal procedure as briefed and previously done. It was dark and the displaced threshold is not too well lit or marked, and there are many background lights from the GA ramp, causing a glare. I looked down to check the engine INS and glanced at the second officer's panel. I looked back forward and soon realized we were on the right side, and the edge stripe and lights were not the centerline stripe lights. A main tire blew and we experienced a rumbling sound. We steered the aircraft back onto the runway and simultaneously aborted the takeoff at less than 80 KTS. I made a gradual slowdown and turned off the runway on taxiway F. The tower said there was no fire, so I decided not to conduct an emergency evacuate/evacuation. There no abnormal engine indications. Started the APU and shut down.

Title: LGT ON TKOF ROLL WITH GUSTING WINDS SWERVED TO RIGHT SIDE OF RWY, BLEW RIGHT MAIN TIRES.
Narrative: AFTER A 38 MIN ATC DELAY WE BLOCKED OUT FROM SAN. TAXIED OUT, DID PRETKOF CHKLISTS AND WERE DELAYED SEVERAL MINS BY LNDG ACFT. THE WX WAS VMC, WIND OUT OF THE NW 15 GUSTING TO 20 KTS, ABOUT, AND I TOLD THE F/O TO DELAY ROTATION SOME BECAUSE OF POSSIBLE SHEAR. WE FLEW TOGETHER MOST OF 1/90 AND THIS WAS THE LAST LEG OF A 4-DAY TRIP. TURNING ONTO THE RWY I TOLD HIM TO ADVANCE PWR FOR TKOF, AND THEN WHEN I LINED UP I TOLD HIM HE HAD THE STEERING.
