Narrative:
I was flying the NDB 29R approach at stockton (sck). Had been cleared for the approach (a practice one in VFR conditions) and had been cleared for the option by sck tower. At the time tower cleared me, he advised me that a twin small transport was on base for runway 29L. I visually acquired the twin aircraft soon afterward. At about 600' MSL and maybe 1 mi from the runway, I saw the twin in what I thought was a wide left turn from base to final. The twin cut across in front of me and landed on runway 29R, just before I reached the MDA and executed my missed approach instructions. As I turned to 050 degree and began to climb to 2000', I heard tower ask the twin if it was he who was on runway 29R, the twin answered 'yes' and tower advised that he had landed on the wrong runway. No further conversation was noted, as I switched back to approach control. It was apparent that the twin pilot simply failed to comply with tower instructions, perhaps he was used to landing on runway 29R (which is longer than runway 29L) from a left-hand pattern. It was close enough to cause me concern, not enough that the twin pilot even seemed to notice.

Title: SMT LANDED ON THE WRONG RWY CAUSING AN SMA ON THE APCH TO GO AROUND.
Narrative: I WAS FLYING THE NDB 29R APCH AT STOCKTON (SCK). HAD BEEN CLRED FOR THE APCH (A PRACTICE ONE IN VFR CONDITIONS) AND HAD BEEN CLRED FOR THE OPTION BY SCK TWR. AT THE TIME TWR CLRED ME, HE ADVISED ME THAT A TWIN SMT WAS ON BASE FOR RWY 29L. I VISUALLY ACQUIRED THE TWIN ACFT SOON AFTERWARD. AT ABOUT 600' MSL AND MAYBE 1 MI FROM THE RWY, I SAW THE TWIN IN WHAT I THOUGHT WAS A WIDE LEFT TURN FROM BASE TO FINAL. THE TWIN CUT ACROSS IN FRONT OF ME AND LANDED ON RWY 29R, JUST BEFORE I REACHED THE MDA AND EXECUTED MY MISSED APCH INSTRUCTIONS. IT WAS CLOSE ENOUGH TO CAUSE ME CONCERN, NOT ENOUGH THAT THE TWIN PLT EVEN SEEMED TO NOTICE.
