Narrative:

On 2/90 I landed at the burlington international airport. After taxiing off runway 19 I was cleared by grd control to the ramp. As I taxied nward there were two aircraft parked on both sides of the taxiway in front of FBO services. The aircraft parked on the ramp directly in front of FBO small transport Y was parked facing in the same direction in which I traveled. The other aircraft was facing west. As I approached FBO two ramp personnel came out and positioned themselves at the immediate area of each wing. They guided me forward using the standard hand and arm signals. Both ramp personnel were visible to both pilots. I proceeded cautiously as they signaled sufficient taxi clearance. It was not until impact that the left wing man raised the signal to stop. Due to the slow rate of taxi minimal damage was sustained by both aircraft. The small transport Y departed shortly afterward. Minimal damage to the light transport was repaired. No injuries were incurred. The btv (burlington) airport diagram shows runway exit 'I' off runway 19 as leading into taxiway 'a'. There seems to be some confusion as to what is taxiway and what is ramp and parking area. If that area is ramp area for FBO then perhaps that area should be closed to taxiing aircraft. If it's a taxiway maybe it should be designated only as taxiway. If FBO personnel accept the responsibility of aiding a taxiing aircraft through and past their ramp area they should be aware of that responsibility.

Title: COMMUTER LTT HIT PARKED ACFT WHILE TAXIING TO THE RAMP UNDER GND SIGNALMAN'S DIRECTIONS.

Narrative: ON 2/90 I LANDED AT THE BURLINGTON INTL ARPT. AFTER TAXIING OFF RWY 19 I WAS CLRED BY GRD CTL TO THE RAMP. AS I TAXIED NWARD THERE WERE TWO ACFT PARKED ON BOTH SIDES OF THE TXWY IN FRONT OF FBO SVCS. THE ACFT PARKED ON THE RAMP DIRECTLY IN FRONT OF FBO SMT Y WAS PARKED FACING IN THE SAME DIRECTION IN WHICH I TRAVELED. THE OTHER ACFT WAS FACING W. AS I APCHED FBO TWO RAMP PERSONNEL CAME OUT AND POSITIONED THEMSELVES AT THE IMMEDIATE AREA OF EACH WING. THEY GUIDED ME FORWARD USING THE STANDARD HAND AND ARM SIGNALS. BOTH RAMP PERSONNEL WERE VISIBLE TO BOTH PLTS. I PROCEEDED CAUTIOUSLY AS THEY SIGNALED SUFFICIENT TAXI CLRNC. IT WAS NOT UNTIL IMPACT THAT THE L WING MAN RAISED THE SIGNAL TO STOP. DUE TO THE SLOW RATE OF TAXI MINIMAL DAMAGE WAS SUSTAINED BY BOTH ACFT. THE SMT Y DEPARTED SHORTLY AFTERWARD. MINIMAL DAMAGE TO THE LTT WAS REPAIRED. NO INJURIES WERE INCURRED. THE BTV (BURLINGTON) ARPT DIAGRAM SHOWS RWY EXIT 'I' OFF RWY 19 AS LEADING INTO TXWY 'A'. THERE SEEMS TO BE SOME CONFUSION AS TO WHAT IS TXWY AND WHAT IS RAMP AND PARKING AREA. IF THAT AREA IS RAMP AREA FOR FBO THEN PERHAPS THAT AREA SHOULD BE CLOSED TO TAXIING ACFT. IF IT'S A TXWY MAYBE IT SHOULD BE DESIGNATED ONLY AS TXWY. IF FBO PERSONNEL ACCEPT THE RESPONSIBILITY OF AIDING A TAXIING ACFT THROUGH AND PAST THEIR RAMP AREA THEY SHOULD BE AWARE OF THAT RESPONSIBILITY.
