Narrative:

We were cleared VFR to 6000' to ogd VOR to hold as published. The ceiling would not allow me to maintain VFR so I started leveling off at 5700' at which time I saw 2 fgt's at my 10 O'clock position. I immediately pushed the nose over to evade the fgt. Had I been able to climb to 6000' I'm fairly sure a collision would have occurred. ATC did not advise me of the traffic, however, the controller stated about 10 seconds after the evasive maneuver, that the fgt were not cleared to that low of altitude.

Title: FLT CREW OF LTT COMMUTER HAD NMAC WITH 2 FGT'S NEAR OGD, UTAH, HILL AFB.

Narrative: WE WERE CLRED VFR TO 6000' TO OGD VOR TO HOLD AS PUBLISHED. THE CEILING WOULD NOT ALLOW ME TO MAINTAIN VFR SO I STARTED LEVELING OFF AT 5700' AT WHICH TIME I SAW 2 FGT'S AT MY 10 O'CLOCK POSITION. I IMMEDIATELY PUSHED THE NOSE OVER TO EVADE THE FGT. HAD I BEEN ABLE TO CLIMB TO 6000' I'M FAIRLY SURE A COLLISION WOULD HAVE OCCURRED. ATC DID NOT ADVISE ME OF THE TFC, HOWEVER, THE CTLR STATED ABOUT 10 SECONDS AFTER THE EVASIVE MANEUVER, THAT THE FGT WERE NOT CLRED TO THAT LOW OF ALT.
