Narrative:
After being given a 'descend via' clearance from ATC during descent on the HYDRR1 arrival into phx we crossed the spink waypoint at FL235. The crossing restriction for spink is at or above FL240. Just prior to this altitude deviation we encountered moderate wake turbulence created by the preceding aircraft on the arrival. This created a distraction that contributed to the altitude deviation. Pilot monitoring and pilot flying should crosscheck each other's altitude selection against charted minimums during descend via procedures and all other altitude change procedures.
