Narrative:
We were departing runway 4 at lga. There was no mention by tower of turbulence or wind shear. At approximately 700' AGL in a turn to 070 degrees (IMC) we got moderate to severe turbulence and wind shear with loss of over 20 KTS. Turbulence continued to 1500'. We told lga departure control to report turbulence and wind shear to lga tower, so other aircraft taking off would know what to expect. Lga departure said he had already told lga tower, but apparently they were not relaying it on to aircraft taking off! This could have easily been a disaster due to tower not giving known information to aircraft taking off. Tower controller was busy with aircraft landing on runway 13 and takeoffs on runway 4, but that still is no excuse for not passing on information to us and other aircraft.

Title: ACR WAS NOT ADVISED OF LOW LEVEL WIND SHEAR PRIOR TO DEP.
Narrative: WE WERE DEPARTING RWY 4 AT LGA. THERE WAS NO MENTION BY TWR OF TURB OR WIND SHEAR. AT APPROX 700' AGL IN A TURN TO 070 DEGS (IMC) WE GOT MODERATE TO SEVERE TURB AND WIND SHEAR WITH LOSS OF OVER 20 KTS. TURB CONTINUED TO 1500'. WE TOLD LGA DEP CTL TO RPT TURB AND WIND SHEAR TO LGA TWR, SO OTHER ACFT TAKING OFF WOULD KNOW WHAT TO EXPECT. LGA DEP SAID HE HAD ALREADY TOLD LGA TWR, BUT APPARENTLY THEY WERE NOT RELAYING IT ON TO ACFT TAKING OFF! THIS COULD HAVE EASILY BEEN A DISASTER DUE TO TWR NOT GIVING KNOWN INFO TO ACFT TAKING OFF. TWR CTLR WAS BUSY WITH ACFT LNDG ON RWY 13 AND TKOFS ON RWY 4, BUT THAT STILL IS NO EXCUSE FOR NOT PASSING ON INFO TO US AND OTHER ACFT.
