I was climbing westbound to FL240 on an IFR flight a cessna 421C golden eagle. Approaching FL240 I noticed what might be flames inside the cooling louvers of the right engine. As a precaution I shut down and secured the engine; turned around; began a descent; and called ATC to explain why. I landed at [a nearby airport].
