Narrative:
The tower was closed when we arrived at pwk. Runway resurfacing was being done on rwy 16. There were many construction company flood lights on Rwy16. Rwy 16 was closed. We were attempting to land on rwy 12. The construction lights were so bright that we had great difficulty in finding rwy 12. After a circle and a half we could only make out REIL for rwy 12. From 2500 AGL we could see all the taxiway lights; but no runway lights. We ended up using the taxiway lights as a guide to the runway.there needs to be some sort of restrictions on how construction lights are used at night.

Title: BE-200 First Officer reported bright construction flood lights on the field at PWK made it extremely hard to find the runway on a night visual approach.
