Narrative:
#1 for departure runway 36L taxiway Z1. Tower cleared us to 'line up and wait behind' departing domestic flight rolling on runway. As we began to take the runway tower cleared the next domestic flight on Z3 to 'line up and wait behind' us. Instead of lining up behind us; domestic on Z3 crossed the hold short line; cutting us off as we were entering the runway; causing us to stop abruptly to avoid a collision. With us now unable to reach takeoff position; tower allowed domestic to take off in front of us. I have always felt the clearance 'line up and wait behind' to be a terrible terminology; creating increased likelihood of confusion and conflict. This proved true in this instance.I suggest that these conditional clearances not be used.
