Narrative:
I told ground control to hold fuel truck short of the runway. Ground controller missed bad readback from truck and truck crossed runway. Cga X was issued a go around. Ground controller should, in my opinion: 1) listen to readbacks and correct them, 2) watch ground vehicles more carefully, and 3) ignore distrs until potential traffic conflicts are resolved.
