Narrative:

ATIS active runway was ILS 15. Winds were 330 degree at 14 KTS. The runway conditions were given as snow and ice patches with braking action as good by an airport vehicle. Maximum tailwind for our approach and landing is 10 KTS. We held until the winds were reported at 8 KTS. On final at approximately 800', the tower gave wind as 14 to 22 KTS and advised a circle to land to runway 33 was approved as circling WX minima was now reported. We circled and landed on runway 33 and found braking action as poor. Two problems, circling WX (1000/3 mi) with strong/gusty winds and braking action report of good. In snow squalls, visibility and ceiling change rapidly. Braking action (as reported) by ground vehicles is highly unreliable.

Narrative: ATIS ACTIVE RWY WAS ILS 15. WINDS WERE 330 DEG AT 14 KTS. THE RWY CONDITIONS WERE GIVEN AS SNOW AND ICE PATCHES WITH BRAKING ACTION AS GOOD BY AN ARPT VEHICLE. MAX TAILWIND FOR OUR APCH AND LNDG IS 10 KTS. WE HELD UNTIL THE WINDS WERE RPTED AT 8 KTS. ON FINAL AT APPROX 800', THE TWR GAVE WIND AS 14 TO 22 KTS AND ADVISED A CIRCLE TO LAND TO RWY 33 WAS APPROVED AS CIRCLING WX MINIMA WAS NOW RPTED. WE CIRCLED AND LANDED ON RWY 33 AND FOUND BRAKING ACTION AS POOR. TWO PROBS, CIRCLING WX (1000/3 MI) WITH STRONG/GUSTY WINDS AND BRAKING ACTION RPT OF GOOD. IN SNOW SQUALLS, VISIBILITY AND CEILING CHANGE RAPIDLY. BRAKING ACTION (AS RPTED) BY GND VEHICLES IS HIGHLY UNRELIABLE.
