Narrative:
Unable to reach ZKC or flight service from the ground, I departed runway 30 at spi with actual visibility 1 mi and picked up clearance when airborne. I maintained VFR conditions between layers once airborne until being given clearance to climb to 13000. Contributing factors: FBO closed so no telephone available to receive clearance prior to takeoff/decisions -- could have entered sustained IMC once airborne causing a conflict.
