Narrative:
On approach into rushford airport (55Y); after announcing crosswind; downwind; base; final on CTAF of 122.9; verified by AFD- a white; low-wing; single engine aircraft pulled out on to the runway as I was on a short final with less than 200 feet before I was from my touch down point. Prior to this the aircraft that pulled out was sitting at the hold-short line at the runway. I had to perform a go-around and by the time I gained speed and started to gain altitude I was within 100 feet of the aircraft at the most. Prior to this I had communicated with other aircraft at this airport; so I know the radio was working; and it worked after this incident. I believe this is an incident of the other aircraft not announcing their intentions; and not checking for other traffic before pulling onto the runway.
