Narrative:

ATIS WX 1000 ovc, 1 1/2 visibility, 31 degree, light snow and fog. Aircraft de-iced ground clearance to taxi to 5L. Night taxiing adjusted for WX condition (west/wipers, visibility, taxi speed, etc). Txwys had patches of ice and snow. We were about #5 in line to cross active runway 5R. The #3 aircraft also bound for ewr was instructed to proceed to the holding area for 5R due to volume traffic at ewr. As we became #1 to cross active runway 5R, cleveland tower instructed us to 'expedite' taxi onto the runway and exit into the holding area to wait our release for ewr. We start to comply but because of windshield wiper noise, asked tower to confirm if xa is cleared up the runway. He said we are, and again to expedite taxi, traffic is on a 3 1/2 mi final. We turned left down the runway for the holding area. Runway is patchy with snow cover. Braking seemed to have the same response as when we left the other taxi area, with plenty of room to stop. Started a left 45 degree turn to start lining up for the approaching taxiway. Ground area where the runway and taxiway meets started to appear all white (100% snow/ice). Applied more braking, but did not feel a deceleration. Tried to turn aircraft the last 45 degree but there was no steering and brakes were nil. Immediately applied maximum reversers with brakes applied but aircraft was sliding forward. There were no bumps or jolts as the aircraft came to a halt. Came out of reverse. Meanwhile, tower asked us if we were clear of the active. We were not sure if the aircraft tail was clear, so some power applied to see if the aircraft would move. It would not. I then looked out my right sliding window and informed the tower we were clear. Aircraft engines were shut down with APU running. Nose gear and right main off the concrete. Passenger announcement is made for all passenger to please remain seated. Company is advised and the passenger are removed about 1-2 hours later via the aft airstairs and bus transported to the terminal with no incidents. The aircraft is removed from the mud, ice, and snow in about 1 1/2 hours with no damage. We ferry same aircraft to gso the next morning for a charter flight. Remarks: I feel more aggressive snow removal techniques with more detail given to txwys and turnoffs would have prevented this incident. I also feel the word 'expedite' should not be used by ground or tower while moving aircraft with snow or ice on any runway or taxiway especially at night. Also the ATIS WX reports should reflect current conditions and not after the facts! Aircraft windshield wiper noise can be a nuisance at times.

AS WE BECAME #1 TO CROSS ACTIVE RWY 5R, CLEVELAND TWR INSTRUCTED US TO 'EXPEDITE' TAXI ONTO THE RWY AND EXIT INTO THE HOLDING AREA TO WAIT OUR RELEASE FOR EWR. WE START TO COMPLY BUT BECAUSE OF WINDSHIELD WIPER NOISE, ASKED TWR TO CONFIRM IF XA IS CLRED UP THE RWY. HE SAID WE ARE, AND AGAIN TO EXPEDITE TAXI, TFC IS ON A 3 1/2 MI FINAL. WE TURNED LEFT DOWN THE RWY FOR THE HOLDING AREA. RWY IS PATCHY WITH SNOW COVER. BRAKING SEEMED TO HAVE THE SAME RESPONSE AS WHEN WE LEFT THE OTHER TAXI AREA, WITH PLENTY OF ROOM TO STOP. STARTED A LEFT 45 DEG TURN TO START LINING UP FOR THE APCHING TXWY. GND AREA WHERE THE RWY AND TXWY MEETS STARTED TO APPEAR ALL WHITE (100% SNOW/ICE). APPLIED MORE BRAKING, BUT DID NOT FEEL A DECELERATION. TRIED TO TURN ACFT THE LAST 45 DEG BUT THERE WAS NO STEERING AND BRAKES WERE NIL. IMMEDIATELY APPLIED MAX REVERSERS WITH BRAKES APPLIED BUT ACFT WAS SLIDING FORWARD. THERE WERE NO BUMPS OR JOLTS AS THE ACFT CAME TO A HALT. CAME OUT OF REVERSE. MEANWHILE, TWR ASKED US IF WE WERE CLEAR OF THE ACTIVE. WE WERE NOT SURE IF THE ACFT TAIL WAS CLEAR, SO SOME POWER APPLIED TO SEE IF THE ACFT WOULD MOVE. IT WOULD NOT. I THEN LOOKED OUT MY RIGHT SLIDING WINDOW AND INFORMED THE TWR WE WERE CLEAR. ACFT ENGINES WERE SHUT DOWN WITH APU RUNNING. NOSE GEAR AND RIGHT MAIN OFF THE CONCRETE. PAX ANNOUNCEMENT IS MADE FOR ALL PAX TO PLEASE REMAIN SEATED. COMPANY IS ADVISED AND THE PAX ARE REMOVED ABOUT 1-2 HRS LATER VIA THE AFT AIRSTAIRS AND BUS TRANSPORTED TO THE TERMINAL WITH NO INCIDENTS. THE ACFT IS REMOVED FROM THE MUD, ICE, AND SNOW IN ABOUT 1 1/2 HRS WITH NO DAMAGE. WE FERRY SAME ACFT TO GSO THE NEXT MORNING FOR A CHARTER FLT. REMARKS: I FEEL MORE AGGRESSIVE SNOW REMOVAL TECHNIQUES WITH MORE DETAIL GIVEN TO TXWYS AND TURNOFFS WOULD HAVE PREVENTED THIS INCIDENT. I ALSO FEEL THE WORD 'EXPEDITE' SHOULD NOT BE USED BY GND OR TWR WHILE MOVING ACFT WITH SNOW OR ICE ON ANY RWY OR TXWY ESPECIALLY AT NIGHT. ALSO THE ATIS WX REPORTS SHOULD REFLECT CURRENT CONDITIONS AND NOT AFTER THE FACTS! ACFT WINDSHIELD WIPER NOISE CAN BE A NUISANCE AT TIMES.
