Narrative:
On downwind to runway 34 at hpn, approach control called several VFR targets which we idented. We were cleared to intercept the localizer at 2500' MSL, over the shoreline. During our base leg turn to final, approach control called additional traffic at 3 O'clock, 2400' unconfirmed. When we sighted this aircraft it was headed directly toward us, slightly below our altitude. It was a high wing single engine aircraft. I stopped our descent and increased our turn rate. The other aircraft appeared to alter its course to the left and passed behind and slightly below us. I commented to the ATC controller about the proximity of this aircraft. The controller confirmed that he was not in radio contact with this small aircraft. Once on the ground, I phoned the hpn facility and repeated my concern to this controller. He commented that they had attempted, without success. To track the intruding aircraft on radar, but it had descended below minimum radar altitude. The controller stated his intention to file a violation against this small aircraft if it could be idented.

Title: POTENTIAL CONFLICT WITH A CTL ZONE.
Narrative: ON DOWNWIND TO RWY 34 AT HPN, APCH CTL CALLED SEVERAL VFR TARGETS WHICH WE IDENTED. WE WERE CLRED TO INTERCEPT THE LOC AT 2500' MSL, OVER THE SHORELINE. DURING OUR BASE LEG TURN TO FINAL, APCH CTL CALLED ADDITIONAL TFC AT 3 O'CLOCK, 2400' UNCONFIRMED. WHEN WE SIGHTED THIS ACFT IT WAS HEADED DIRECTLY TOWARD US, SLIGHTLY BELOW OUR ALT. IT WAS A HIGH WING SINGLE ENGINE ACFT. I STOPPED OUR DSCNT AND INCREASED OUR TURN RATE. THE OTHER ACFT APPEARED TO ALTER ITS COURSE TO THE LEFT AND PASSED BEHIND AND SLIGHTLY BELOW US. I COMMENTED TO THE ATC CTLR ABOUT THE PROX OF THIS ACFT. THE CTLR CONFIRMED THAT HE WAS NOT IN RADIO CONTACT WITH THIS SMA. ONCE ON THE GND, I PHONED THE HPN FAC AND REPEATED MY CONCERN TO THIS CTLR. HE COMMENTED THAT THEY HAD ATTEMPTED, WITHOUT SUCCESS. TO TRACK THE INTRUDING ACFT ON RADAR, BUT IT HAD DSNDED BELOW MINIMUM RADAR ALT. THE CTLR STATED HIS INTENTION TO FILE A VIOLATION AGAINST THIS SMA IF IT COULD BE IDENTED.
