Narrative:
Requested intentions. Shoot ILS 1R then out to shoot VOR 14! Clearance delivery 125.7 gave me 3000 ft. Tower said fly 300 degrees and 3000 ft cleared for takeoff. After takeoff, tower handed me off to approach control. A lady said, 'left to 260 and 3500 ft.' I replied, '260, 3500 ft.' then she said, 'left to 160.' I replied, left 160 and complied. Then she said, 'right to 170,', I complied, then she said 'left to 320.' I said 'verify left to 320 for small aircraft X.' next, immediately, she said 'small aircraft X traffic alert, climb to 4000.' I said, 'X to 4000 ft.' I went full power and straight to my vx speed. Then she said, 'do you have the traffic in sight?' I said, 'negative, not in this pitch attitude!' she said, 'traffic no longer a factor, turn right to 360 and contact approach 134.45.' she sounded like it was her first day on the job. Then the man controller said, 'turn right to 160 and 3000 ft, advise when intercepting the localizer.' I replied and complied with their request. Next, approach asked my altitude. I said, '3000 ft.' he said, 'I told you 3500 ft.' I said, 'I understood 3000 ft.' he said, 'no! I told you 3500 ft.' NOAA plates also show 3000 ft and GS intercept at 2700 ft. For ILS 1R. Next, he said, 'I want you to make this a full stop and call approach controller supervisor as soon as possible and contact tower now on 118.2. So I replied back and then complied to his request! I landed and then called supervisor. He first advised me that we were being recorded and that I wasn't replying back to them and that I was not complying with their altitude assignments. I told him that I did push the microphone and reply back to there request. He said he was going to pull the tape and review it for possible violations. He wanted me to call him on dec/X/92 and discuss it with him. 1) the lady ATC contributed directly to the actions which occurred. She vectored me directly towards a traffic conflict. Now, ATC is trying to put me at fault. 2) heading and altitude, to the best of my knowledge, I did reply back, every request, and I complied with the requests.

HE SAID, 'I TOLD YOU 3500 FT.' I SAID, 'I UNDERSTOOD 3000 FT.' HE SAID, 'NO! I TOLD YOU 3500 FT.' NOAA PLATES ALSO SHOW 3000 FT AND GS INTERCEPT AT 2700 FT. FOR ILS 1R. I TOLD HIM THAT I DID PUSH THE MIKE AND REPLY BACK TO THERE REQUEST. HE SAID HE WAS GOING TO PULL THE TAPE AND REVIEW IT FOR POSSIBLE VIOLATIONS.
