Narrative:

WX conditions dictated a thorough deice procedure prior to our departure. Upon completion we taxied for takeoff on runway 34L at seatac. We were held at B11 intersection. We checked our wings for takeoff and they were clear except for moisture from the melting snow. Our takeoff took a bit longer due to slush on the runway but nevertheless uneventful. Climb out was done at our recommended 170-180 KIAS. Icing was encountered at 5000 MSL and continued to accumulate at a rate of moderate. Upon reaching 9500 MSL further climb was at 0-500 FPM at our min climb of 160 KIAS. We requested a return to seatac and landed uneventfully. Upon landing we realized some of the fuselage was not deiced properly in areas not visible from the cockpit. We would recommend requirements in training for commuter aircraft for deicing and proper training for flight crew assessment of airframe ice accumulation.

Title: INADEQUATE PREFLT PROC DEICING AND SUBSEQUENT LOSS OF ACFT PERFORMANCE IN RATE OF CLB MANDATES RETURN LAND AT DEP ARPT.

Narrative: WX CONDITIONS DICTATED A THOROUGH DEICE PROC PRIOR TO OUR DEP. UPON COMPLETION WE TAXIED FOR TKOF ON RWY 34L AT SEATAC. WE WERE HELD AT B11 INTXN. WE CHKED OUR WINGS FOR TKOF AND THEY WERE CLR EXCEPT FOR MOISTURE FROM THE MELTING SNOW. OUR TKOF TOOK A BIT LONGER DUE TO SLUSH ON THE RWY BUT NEVERTHELESS UNEVENTFUL. CLBOUT WAS DONE AT OUR RECOMMENDED 170-180 KIAS. ICING WAS ENCOUNTERED AT 5000 MSL AND CONTINUED TO ACCUMULATE AT A RATE OF MODERATE. WE WOULD RECOMMEND REQUIREMENTS IN TRAINING FOR COMMUTER ACFT FOR DEICING AND PROPER TRAINING FOR FLC ASSESSMENT OF AIRFRAME ICE ACCUMULATION.
