Narrative:
First officer experienced difficulty establishing contact with tower inside marker when handed off from approach control with runway insight, I elected to land assuming CAT ii protection afforded margin of safety. No incident occurred and tower indicated verbally after T/D that the situation (lack of contact prior to T/D) did not in this case present a problem to them and no report was filed. Supplemental information from acn 139117. On this approach G/south intercept and marker crossing occurred virtually simultaneously. This is a work intensive event (insuring autoplt G/south capture, setting flaps 30, xchking altitude over the marker and setting the missed approach altitude) and approach control's previous instruction to contact tower at the marker was overlooked. During the flare approach again instructed us to contact tower. Landing clearance was confirmed as the aircraft touched down.
Original NASA ASRS Text
Title: ACR-LGT MAY HAVE MADE CAT II LNDG WITHOUT CLRNC.
Narrative: F/O EXPERIENCED DIFFICULTY ESTABLISHING CONTACT WITH TWR INSIDE MARKER WHEN HANDED OFF FROM APCH CTL WITH RWY INSIGHT, I ELECTED TO LAND ASSUMING CAT II PROTECTION AFFORDED MARGIN OF SAFETY. NO INCIDENT OCCURRED AND TWR INDICATED VERBALLY AFTER T/D THAT THE SITUATION (LACK OF CONTACT PRIOR TO T/D) DID NOT IN THIS CASE PRESENT A PROB TO THEM AND NO RPT WAS FILED. SUPPLEMENTAL INFO FROM ACN 139117. ON THIS APCH G/S INTERCEPT AND MARKER XING OCCURRED VIRTUALLY SIMULTANEOUSLY. THIS IS A WORK INTENSIVE EVENT (INSURING AUTOPLT G/S CAPTURE, SETTING FLAPS 30, XCHKING ALT OVER THE MARKER AND SETTING THE MISSED APCH ALT) AND APCH CTL'S PREVIOUS INSTRUCTION TO CONTACT TWR AT THE MARKER WAS OVERLOOKED. DURING THE FLARE APCH AGAIN INSTRUCTED US TO CONTACT TWR. LNDG CLRNC WAS CONFIRMED AS THE ACFT TOUCHED DOWN.
