Narrative:
ZBW gave us a descent out of 9000' to 7000', which put us just above the tops of cumulus. At approximately 7500' I requested 7000' as final for 10 more mi. They refused and cleared us to 6000'. I asked for discretion between 7000 and 6000'. They refused. I entered a buildup at 6800' and experienced severe turbulence. I then turned right 90 degrees and climbed back on top to 7000'. Then then told me I was in an approach corridor for ewr and gave me holding instructions. I then cancelled the IFR clearance and proceeded to the airport west/O further incident. When I questioned the watch supervisor on the ground, he informed me that there was no radar coverage in the area because the newly installed ASR radar facility at stewart international was not hooked up yet. Therefore, it was necessary that I vacate 7000'. I should have cancelled earlier.

Title: SMA PLT ON IFR FLT PLAN CLEARED TO ALT WHERE HE ENTERED CLOUDS AND EXPERIENCED SEVERE TURBULENCE. REQUESTED HIGHER, ABOVE THE CLOUD LAYER, REFUSED. CANCELLED IFR.
Narrative: ZBW GAVE US A DSCNT OUT OF 9000' TO 7000', WHICH PUT US JUST ABOVE THE TOPS OF CUMULUS. AT APPROX 7500' I REQUESTED 7000' AS FINAL FOR 10 MORE MI. THEY REFUSED AND CLRED US TO 6000'. I ASKED FOR DISCRETION BTWN 7000 AND 6000'. THEY REFUSED. I ENTERED A BUILDUP AT 6800' AND EXPERIENCED SEVERE TURB. I THEN TURNED RIGHT 90 DEGS AND CLBED BACK ON TOP TO 7000'. THEN THEN TOLD ME I WAS IN AN APCH CORRIDOR FOR EWR AND GAVE ME HOLDING INSTRUCTIONS. I THEN CANCELLED THE IFR CLRNC AND PROCEEDED TO THE ARPT W/O FURTHER INCIDENT. WHEN I QUESTIONED THE WATCH SUPVR ON THE GND, HE INFORMED ME THAT THERE WAS NO RADAR COVERAGE IN THE AREA BECAUSE THE NEWLY INSTALLED ASR RADAR FAC AT STEWART INTL WAS NOT HOOKED UP YET.
