Narrative:
While cruising at 7000' MSL IFR flight plan, working with N90 departure, we were advised of traffic 12 O'clock, opp direction, 6500', 5 mi. When the other pilot spotted the aircraft it appeared to be level with us. By the time we decided it was level I attempted to turn the aircraft using the autoplt. It was too sluggish, so by then I was forced to take very strong corrective action, hand-flying the aircraft to the left and descending 500' below our assigned altitude. This area V16 just north of the cyn VORTAC is a border between mcguire TRACON and N90 TRACON. Mcguire has a problem with talking to the other facs in the area about handoffs--we were being handed off at the time. They never passed the information along about the other aircraft--it was a light twin. That pilot should have also been, by this time, talking to N90 TRACON for traffic advisories. More emphasis should be placed on trying to get pilots of VFR high performance aircraft operating in high density areas to talk to the responsible ground facility at all times.

Title: FLT CREW OF LTT HAS NMAC WITH LIGHT TWIN, SEVERE EVASIVE ACTION.
Narrative: WHILE CRUISING AT 7000' MSL IFR FLT PLAN, WORKING WITH N90 DEP, WE WERE ADVISED OF TFC 12 O'CLOCK, OPP DIRECTION, 6500', 5 MI. WHEN THE OTHER PLT SPOTTED THE ACFT IT APPEARED TO BE LEVEL WITH US. BY THE TIME WE DECIDED IT WAS LEVEL I ATTEMPTED TO TURN THE ACFT USING THE AUTOPLT. IT WAS TOO SLUGGISH, SO BY THEN I WAS FORCED TO TAKE VERY STRONG CORRECTIVE ACTION, HAND-FLYING THE ACFT TO THE LEFT AND DSNDING 500' BELOW OUR ASSIGNED ALT. THIS AREA V16 JUST N OF THE CYN VORTAC IS A BORDER BTWN MCGUIRE TRACON AND N90 TRACON. MCGUIRE HAS A PROB WITH TALKING TO THE OTHER FACS IN THE AREA ABOUT HDOFS--WE WERE BEING HANDED OFF AT THE TIME. THEY NEVER PASSED THE INFO ALONG ABOUT THE OTHER ACFT--IT WAS A LIGHT TWIN. THAT PLT SHOULD HAVE ALSO BEEN, BY THIS TIME, TALKING TO N90 TRACON FOR TFC ADVISORIES. MORE EMPHASIS SHOULD BE PLACED ON TRYING TO GET PLTS OF VFR HIGH PERFORMANCE ACFT OPERATING IN HIGH DENSITY AREAS TO TALK TO THE RESPONSIBLE GND FAC AT ALL TIMES.
