Narrative:
Flight departed pvd in IFR WX. Cleared to climb to 14000' by departure control, then told to contact ZBW, called ZBW passing 10400' MSL at 2000 FPM. ZBW told us to maintain 10000', traffic holding over pvd at 11000' and above. Took evasive action. Attempted to stop climb and reached 10800' before starting down to 10000'. Traffic was within 7 mi and 200'--a bit close.

Narrative: FLT DEPARTED PVD IN IFR WX. CLRED TO CLB TO 14000' BY DEP CTL, THEN TOLD TO CONTACT ZBW, CALLED ZBW PASSING 10400' MSL AT 2000 FPM. ZBW TOLD US TO MAINTAIN 10000', TFC HOLDING OVER PVD AT 11000' AND ABOVE. TOOK EVASIVE ACTION. ATTEMPTED TO STOP CLB AND REACHED 10800' BEFORE STARTING DOWN TO 10000'. TFC WAS WITHIN 7 MI AND 200'--A BIT CLOSE.
