Narrative:
On arrival bwi, we were cleared for visibility runway 33L. Upon switching to tower frequency, bwi tower cleared us to land, wind 200/15. After verifying that the relative tailwind was 9 KTS (within limits) we again asked for wind and tower stated 200 degrees at 15 KTS. After that information, an unidented transmission on tower frequency stated, 'it's too much.' after departing aircraft, I called tower to inform them of this transmission and that the wind was within our landing limits. This report is filed to inform of the illegal xmissions, especially on frequency for aircraft in critical phase of flight. Please take not of poor radio discipline within the ATC network.

Title: FLT CREW OF MLG ON CLOSE FINAL FOR 9 KT EQUIVALENT DOWNWIND LNDG OVERHEARD UNAUTH TRANSMISSION ON TWR FREQ ADVISING FLT CREW OF MLG THEY WERE ILLEGAL FOR THE LNDG.
Narrative: ON ARR BWI, WE WERE CLRED FOR VIS RWY 33L. UPON SWITCHING TO TWR FREQ, BWI TWR CLRED US TO LAND, WIND 200/15. AFTER VERIFYING THAT THE RELATIVE TAILWIND WAS 9 KTS (WITHIN LIMITS) WE AGAIN ASKED FOR WIND AND TWR STATED 200 DEGS AT 15 KTS. AFTER THAT INFO, AN UNIDENTED XMISSION ON TWR FREQ STATED, 'IT'S TOO MUCH.' AFTER DEPARTING ACFT, I CALLED TWR TO INFORM THEM OF THIS XMISSION AND THAT THE WIND WAS WITHIN OUR LNDG LIMITS. THIS RPT IS FILED TO INFORM OF THE ILLEGAL XMISSIONS, ESPECIALLY ON FREQ FOR ACFT IN CRITICAL PHASE OF FLT. PLEASE TAKE NOT OF POOR RADIO DISCIPLINE WITHIN THE ATC NETWORK.
