Narrative:
Flight was cleared for the vny runway 16R NUAL9 SID. This was loaded into the FMS and procedure and all legs/altitudes were confirmed by both pilots and procedure briefed. Departure was using navigation/VNAV modes with synthetic vision system (svs) displayed in HUD and display unit's (du). SID chart and route page were also displayed on du's. The SID required an initial level off at 1700 followed by a climbing left turn away from rising terrain.departure was normal until the initial turn and climb fix. The vertical waypoint alert sounded and the turning climb was started. During this time I was momentarily blinded by the sunlight [while] climbing out of the fog. The vertical alert sounded again and the FD commanded a descent. This momentary confusion delayed the climb rate as I transitioned from HUD to du. At all times the svs/GPWS/visual showed clear of the terrain. During the climb socal issued a low altitude alert.an additional factor was the pilot monitoring being distracted by a frequency change.
