Narrative:

While on short final to ZZZ runway xyl; the first officer asked for gear down and the landing checklist. I lowered the landing gear handle and set the speedbrake lever to arm. An auto sb EICAS appeared; followed by a gear disagree EICAS message. The left and nose gear indicators illuminated green; but the right main gear indicator remained extinguished. I told the pilot flying (PF) that we would do a go around and informed the tower of our intentions. I asked them if they would visually observe the gear during our go around. As we executed the go around; tower informed us the right gear was not extended. We proceeded on a vector as I opened the QRH to the gear disagree checklist. We accomplished the checklist procedure and the right gear extended and the green indicator light illuminated.the PF informed approach that we had normal gear indications and requested vectors back for an approach to runway xyr. While he was doing this I contacted the lead flight attendant and told her of the situation. I advised her to have the flight attendants be prepared for an evacuation; but did not expect that to be likely. I talked to the dispatcher and informed him of our situation and intentions to return to ZZZ. I then made an announcement to the passengers to inform them of the reason for the go around; that the issue had been resolved; and that we would be landing shortly.the auto sb checklist said not to arm the speedbrakes; but that they could be deployed manually. The first officer and I discussed that I would deploy them for him after landing. We chose to select ab 2 and discussed a normal approach and landing. I decided to let the first officer continue as the PF and conduct the landing.the landing was normal and uneventful. After we cleared the runway; the fire chief informed us there was smoke coming from the right gear. We stopped the aircraft and waited for his assessment. He decided that it was not significant and recommended a continued taxi with him following us. As we taxied back; he eventually asked us to discontinue the taxi as he thought damage was occurring to the gear.we stopped the aircraft and were swarmed with fire trucks and personnel. At this point; poor communication became an issue as we did not understand his intentions. He mentioned that we should deplane the passengers on the taxiway. I was not sure if he was recommending an evacuation. But immediately thereafter; an air stair vehicle arrived to deplane the passengers. We shut down the right engine as that was the side the airstairs were approaching. However; we could not communicate with the fire chief at this point. Then the airstair vehicle moved to the left side at door 1L. We shut down the left engine and I kept using manual brakes because I was wary of using the parking brake. I finally set the parking brake as a pushback vehicle appeared. After opening the cockpit windows to try to get someone to communicate with us; we finally got the fire chief to talk to us on the radio. He said it would be ok to tow the aircraft to a nearby jetway. We were towed to a jetway and deplaned uneventfully.
