Narrative:
Military X, an spc, was refueling with military Y, an fgt on AR212. Military Y reported on frequency at FL190. No clearance had been issued to the aircraft through the tanker as procedure requires. Military Y was approximately 10 NM south of the northbound tanker when he was idented at FL190 west/O a clearance. While no loss of sep occurred, this situation could have been very dangerous had another aircraft been at FL190. The supervisor was notified and a deviation was filed.

Title: MIL Y ENTERED PCA WITHOUT ATC CLRNC. PLT DEVIATION.
Narrative: MIL X, AN SPC, WAS REFUELING WITH MIL Y, AN FGT ON AR212. MIL Y RPTED ON FREQ AT FL190. NO CLRNC HAD BEEN ISSUED TO THE ACFT THROUGH THE TANKER AS PROC REQUIRES. MIL Y WAS APPROX 10 NM S OF THE NBOUND TANKER WHEN HE WAS IDENTED AT FL190 W/O A CLRNC. WHILE NO LOSS OF SEP OCCURRED, THIS SITUATION COULD HAVE BEEN VERY DANGEROUS HAD ANOTHER ACFT BEEN AT FL190. THE SUPVR WAS NOTIFIED AND A DEVIATION WAS FILED.
