Narrative:
While on the arrival to atl we were assigned a speed of 250 kts as were the preceding aircraft on the arrival. Multiple aircraft queried approach asking for a speed reduction and were told to maintain 250 kts until advised. I was initially given a 360 heading off the arrival. As I approached the localizer I was given a 080 heading and told to join the localizer; however we were too close to the localizer for the speed we were assigned and flew through the localizer while the aircraft attempted to join. At this point approach gave me a 120 heading to join. After dialing in the heading I realized the aircraft was having difficulty joining the localizer given our speed and intercept angle. I selected the autopilot off and hand flew the aircraft to intercept the localizer; after doing this approach gave me an immediate turn to a 130 heading to join and speed reduction to 180 kts. As I intercepted the localizer I selected the autopilot on. Approach then cleared us for the ILS prm 10 approach into atl and gave us instructions to contact tower. We contacted tower and continued the approach without incident.instructions to maintain 250 kts without sufficient distance to intercept the localizer. The other issue is the crjs tendency to roll towards wings level when going from heading mode to navigation mode; it's possible this could increase the turn radius enough to fly through the localizer.

Title: CRJ-900 Captain reported being vectored for the ILS PRM 10 at 250 knots resulting in two overshoots of the localizer before being allowed to slow and disengaging the autopilot. The CRJ aircraft reportedly rolls toward wings level at localizer intercept when switching from HDG to NAV mode instead of maintaining or increasing bank angle as necessary to capture.
