Narrative:
While in cruise at 14;000 feet; the #2 torque surged 22%. We immediately reduced the torques on both engines to approximately 88% and monitored the fluctuation. When set back at 88%; the #2 torque continued to fluctuate between 88 and 93%. I contacted dispatch and maintenance over the phone; and they asked us to divert. We advised ATC and diverted as requested.

Title: The Captain of a Bombardier DHC-8-202 reported that during cruise the #2 engine torque surged 22%.
