Narrative:
Tower cleared small transport X to land on runway 09, to hold short of runway 18. Upon landing I immediately slowed aircraft to taxi speed and looked for marker showing the runway ahead. Seeing none, I slowed taxi so as not to overrun the dimly lighted crossing runway 18. I stopped my aircraft approximately 75' from intersection of runway 09 and 18. I looked left and saw aircraft Y moving south on runway 18 toward intersection of runway 09. Tower then called for me to taxi across runway 18. I refused because aircraft Y on runway 18 was moving my direction too fast. When I saw aircraft Y begin turning off runway 18, I complied with tower's instruction to taxi across runway 18. Tower controllers should not clear crossing traffic to takeoff or land until other traffic has come to halt or begin to turn off crossing runway. Aircraft should not be instructed to hold short of any runway at night unless the crossing is identify by a lighted marker, or at the very least, bright runway lights on the runway meant to hold short of.
Original NASA ASRS Text
Title: SMT X AND ACFT Y MADE SIMULTANEOUS LNDGS ON MULTIPLE RWY OPERATION INTERSECTING RWYS.
Narrative: TWR CLRED SMT X TO LAND ON RWY 09, TO HOLD SHORT OF RWY 18. UPON LNDG I IMMEDIATELY SLOWED ACFT TO TAXI SPD AND LOOKED FOR MARKER SHOWING THE RWY AHEAD. SEEING NONE, I SLOWED TAXI SO AS NOT TO OVERRUN THE DIMLY LIGHTED XING RWY 18. I STOPPED MY ACFT APPROX 75' FROM INTXN OF RWY 09 AND 18. I LOOKED L AND SAW ACFT Y MOVING S ON RWY 18 TOWARD INTXN OF RWY 09. TWR THEN CALLED FOR ME TO TAXI ACROSS RWY 18. I REFUSED BECAUSE ACFT Y ON RWY 18 WAS MOVING MY DIRECTION TOO FAST. WHEN I SAW ACFT Y BEGIN TURNING OFF RWY 18, I COMPLIED WITH TWR'S INSTRUCTION TO TAXI ACROSS RWY 18. TWR CTLRS SHOULD NOT CLR XING TFC TO TKOF OR LAND UNTIL OTHER TFC HAS COME TO HALT OR BEGIN TO TURN OFF XING RWY. ACFT SHOULD NOT BE INSTRUCTED TO HOLD SHORT OF ANY RWY AT NIGHT UNLESS THE XING IS IDENT BY A LIGHTED MARKER, OR AT THE VERY LEAST, BRIGHT RWY LIGHTS ON THE RWY MEANT TO HOLD SHORT OF.
