Narrative:
We were cleared to intercept the localizer at atl approaching from the north in a descent to 4000 ft. At about 4000 ft controller told us to maintain 500 ft. At that time, I stated that we were cleared to 4000 ft but started to climb to 5000 and noticed we had gone through the localizer as the controller kept asking us if we had the filed. We never stated the field was in sight as we were looking into the sun and it was very hazy. Almost simultaneously we received an RA on TCASII stating traffic below us and the controller stated that he realized that he had cleared us to 4000 ft. At this time, we were at 4600 ft. I wrapped up the airplane in a turn toward the runway and observed an large transport approximately 200 ft below us on a parallel approach to 27 at atl. The controller kept on us to call the field in sight during this only incident. I feel the controller got wrapped up in trying to reduce separation and initiate a visual approach in less than ideal VMC, and, as a result, got behind in the control of the aircraft approach to atl.

Title: HAZY DAY WITH ACR WDB CLRED FOR VISUAL, ARPT IN SIGHT, OVERSHOOTS LOC AND CREATES A POTENTIAL CONFLICT WITH SIMULTANEOUS ARR. FLC DEV IN HDG TRACK DEV.
Narrative: WE WERE CLRED TO INTERCEPT THE LOC AT ATL APCHING FROM THE N IN A DSCNT TO 4000 FT. AT ABOUT 4000 FT CTLR TOLD US TO MAINTAIN 500 FT. AT THAT TIME, I STATED THAT WE WERE CLRED TO 4000 FT BUT STARTED TO CLB TO 5000 AND NOTICED WE HAD GONE THROUGH THE LOC AS THE CTLR KEPT ASKING US IF WE HAD THE FILED. WE NEVER STATED THE FIELD WAS IN SIGHT AS WE WERE LOOKING INTO THE SUN AND IT WAS VERY HAZY. ALMOST SIMULTANEOUSLY WE RECEIVED AN RA ON TCASII STATING TFC BELOW US AND THE CTLR STATED THAT HE REALIZED THAT HE HAD CLRED US TO 4000 FT. AT THIS TIME, WE WERE AT 4600 FT. I WRAPPED UP THE AIRPLANE IN A TURN TOWARD THE RWY AND OBSERVED AN LGT APPROX 200 FT BELOW US ON A PARALLEL APCH TO 27 AT ATL. THE CTLR KEPT ON US TO CALL THE FIELD IN SIGHT DURING THIS ONLY INCIDENT. I FEEL THE CTLR GOT WRAPPED UP IN TRYING TO REDUCE SEPARATION AND INITIATE A VISUAL APCH IN LESS THAN IDEAL VMC, AND, AS A RESULT, GOT BEHIND IN THE CTL OF THE ACFT APCH TO ATL.
