Narrative:
This [report] is being submitted solely for the purpose of bringing up a serious safety concern involving the incursion of an airborne general aviation aircraft; and my aircraft; on taxiway echo and holding short of runway 13R hold sign and hold marking. Tower cleared [the] cessna to land on runway 17; instructing the cessna to 'fly to the numbers'. The cessna had positioned himself to fly directly over my aircraft (over around passenger row five at approximately 100 feet AGL). The tail height of my aircraft is 47 feet. In my estimation; the cessna; while descending; only cleared my aircraft by 52 feet. His pattern was not on runway 17 final approach course or aligned with the runway 17 center line; until abeam taxiway foxtrot. His flight path was observed out of the first officer window at about our 3:30 position and the cessna exited out the captain's window from about our 9:30 position. We completely observed the underside belly of his aircraft. It's important to note that: his runway (runway 17) had no displaced threshold. Our aircraft was distinctly visible and identifiable to the cessna pilot. The cessna flight path was intentional. The cessna pilot endangered the safety of his aircraft and that of the passengers and crew of my aircraft; and exercised poor judgement.due to the complex runway configurations and because taxiway echo between runways 17 and 13R are in close proximity; aircraft cleared to land from a right traffic pattern; should be instructed to align on runway 17 early so as to not overfly aircraft positioned between runways 17 and 13R.
