Narrative:
Den approach told us to cross kiowa VOR at 17000' and 250 KTS. The captain was flying just back from a 7 yr medical leave in his third month of flying. He told me he had 12000 hours in the medium large transport. I could see he wasn't going to make the restriction and waited to the last possible moment to tell him he needed speed brakes or we needed to tell approach we couldn't comply. We were at 19200', 320 KTS, and 12 mi from kiowa nwbnd. He said he could make it. I knew otherwise, especially since he didn't use speed brakes. Approach called us 1 mi outside kiowa and asked us our speed. It was 290 KTS and slowing, and we were 900' high (I actually told her we were doing 280 KTS and slowing). We consequently hit the fix 700' high and 30-40 KTS fast. What should be done to remedy the problem: give first officer's more authority to get line checks in on capts. The captain may have had 12000 hours in an medium large transport, but he sure didn't display that operating expertise to me. Also, don't violate first officer's for things capts do against a first officer's advice.

Title: ACR MLG ALT DEVIATION CROSSING RESTRICTION NOT MET. SPEED DEVIATION.
Narrative: DEN APCH TOLD US TO CROSS KIOWA VOR AT 17000' AND 250 KTS. THE CAPT WAS FLYING JUST BACK FROM A 7 YR MEDICAL LEAVE IN HIS THIRD MONTH OF FLYING. HE TOLD ME HE HAD 12000 HRS IN THE MLG. I COULD SEE HE WASN'T GOING TO MAKE THE RESTRICTION AND WAITED TO THE LAST POSSIBLE MOMENT TO TELL HIM HE NEEDED SPD BRAKES OR WE NEEDED TO TELL APCH WE COULDN'T COMPLY. WE WERE AT 19200', 320 KTS, AND 12 MI FROM KIOWA NWBND. HE SAID HE COULD MAKE IT. I KNEW OTHERWISE, ESPECIALLY SINCE HE DIDN'T USE SPD BRAKES. APCH CALLED US 1 MI OUTSIDE KIOWA AND ASKED US OUR SPD. IT WAS 290 KTS AND SLOWING, AND WE WERE 900' HIGH (I ACTUALLY TOLD HER WE WERE DOING 280 KTS AND SLOWING). WE CONSEQUENTLY HIT THE FIX 700' HIGH AND 30-40 KTS FAST. WHAT SHOULD BE DONE TO REMEDY THE PROB: GIVE F/O'S MORE AUTHORITY TO GET LINE CHKS IN ON CAPTS. THE CAPT MAY HAVE HAD 12000 HRS IN AN MLG, BUT HE SURE DIDN'T DISPLAY THAT OPERATING EXPERTISE TO ME.
