Narrative:
Air carrier X was cleared for an ILS 35 approach to lihue, a normal approach and landing was made, on rollout men and equipment were seen scurrying away from the runway. No NOTAM was issued for runway closure, though a NOTAM was to be posted for the following day. Callback conversation with reporter revealed the following: reporter stated he had announced air carrier X's intention to land on the CTAF. The approach lights were on bright and the flight crew did not notice the runway edge lights were not on. Reporter talked to the fire captain and was shown a letter that would close the runway the next night. The captain had informed the FAA and an investigation was forthcoming. Tower had closed 2 hours before air carrier X landed.

Title: ACR X LANDED ON OCCUPIED RWY. WORK IN PROGRESS.
Narrative: ACR X WAS CLRED FOR AN ILS 35 APCH TO LIHUE, A NORMAL APCH AND LNDG WAS MADE, ON ROLLOUT MEN AND EQUIPMENT WERE SEEN SCURRYING AWAY FROM THE RWY. NO NOTAM WAS ISSUED FOR RWY CLOSURE, THOUGH A NOTAM WAS TO BE POSTED FOR THE FOLLOWING DAY. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: REPORTER STATED HE HAD ANNOUNCED ACR X'S INTENTION TO LAND ON THE CTAF.
