Narrative:
Air carrier X was cleared for the ILS 33L approach by baltimore approach control. After switching to tower, we were cleared to land on runway 33L and hold short of runway 28. After landing, while rolling out, I heard tower tell us 'air carrier X, turn right on runway 4 or echo and stay with me.' as we turned onto runway 4, an small transport was crossing 28 ahead of us. As we were approaching runway 28, the captain saw air carrier Y, medium large transport, on takeoff roll on runway 28. We stopped abruptly with the nose of the aircraft just short of the runway 28 white side lines. At the same time, the tower stated 'air carrier X, you were told to hold short of 28.' air carrier Y aborted. We were told to call the tower by telephone, cleared to cross 28. The captain called the tower. The tower informed us the air carrier Y flight wanted our call sign but tower did not provide it on the radio. We never acknowledged a 'hold short' of 28 after told to turn on runway and were clear of 33L. 'Hold short' is a clearance that should be read back verbatim and I do. In this case, since the landing was complete and we turned short of 28 onto runway 4 we had complied with the landing 'hold short' clearance we had acknowledged. We did not hear the taxi hold short clearance and only acknowledged the 'turn onto runway 4 and stay with me' by stating 'air carrier X'. A complete readback on my part or confirmation of 'hold short' by the tower would have prevented this incident. Supplemental information from acn 141476: I was instructed to 'turn right on runway 4 or taxiway echo and stay with tower.' I turned right onto runway 4 and proceeded northwest toward the intersection of runways 28 and 4. An small transport was crossing runway 28 about 200 yds in front of us at that time. I cleared the area of runway 28 to the left front of us and as I cleared the right side I saw air carrier Y start its takeoff roll on runway 28. I immediately applied brakes and stopped the aircraft at the same time the tower controller said 'air carrier X you were told to hold short of 28'. The air carrier Y flight was in the process of aborting its takeoff roll. The nose of my aircraft was short of the white runway edge line of runway 28 at this time. Following this we were cleared to the gate and asked to call the tower supervisor, which I did. The landing clearance to 'hold short of 28' did not carry over as implied when told to 'turn on runway 4 and stay with tower'. There was no hold short taxi clearance given. Our acknowledgement was to turn off on runway 4 and stay with tower controller.

Narrative: ACR X WAS CLRED FOR THE ILS 33L APCH BY BALTIMORE APCH CTL. AFTER SWITCHING TO TWR, WE WERE CLRED TO LAND ON RWY 33L AND HOLD SHORT OF RWY 28. AS WE WERE APCHING RWY 28, THE CAPT SAW ACR Y, MLG, ON TKOF ROLL ON RWY 28. WE STOPPED ABRUPTLY WITH THE NOSE OF THE ACFT JUST SHORT OF THE RWY 28 WHITE SIDE LINES. AT THE SAME TIME, THE TWR STATED 'ACR X, YOU WERE TOLD TO HOLD SHORT OF 28.' ACR Y ABORTED. WE WERE TOLD TO CALL THE TWR BY TELEPHONE, CLRED TO CROSS 28. THE CAPT CALLED THE TWR. THE TWR INFORMED US THE ACR Y FLT WANTED OUR CALL SIGN BUT TWR DID NOT PROVIDE IT ON THE RADIO. WE NEVER ACKNOWLEDGED A 'HOLD SHORT' OF 28 AFTER TOLD TO TURN ON RWY AND WERE CLEAR OF 33L. 'HOLD SHORT' IS A CLRNC THAT SHOULD BE READ BACK VERBATIM AND I DO. IN THIS CASE, SINCE THE LNDG WAS COMPLETE AND WE TURNED SHORT OF 28 ONTO RWY 4 WE HAD COMPLIED WITH THE LNDG 'HOLD SHORT' CLRNC WE HAD ACKNOWLEDGED. WE DID NOT HEAR THE TAXI HOLD SHORT CLRNC AND ONLY ACKNOWLEDGED THE 'TURN ONTO RWY 4 AND STAY WITH ME' BY STATING 'ACR X'. A COMPLETE READBACK ON MY PART OR CONFIRMATION OF 'HOLD SHORT' BY THE TWR WOULD HAVE PREVENTED THIS INCIDENT. SUPPLEMENTAL INFORMATION FROM ACN 141476: I WAS INSTRUCTED TO 'TURN RIGHT ON RWY 4 OR TXWY ECHO AND STAY WITH TWR.' I TURNED RIGHT ONTO RWY 4 AND PROCEEDED NW TOWARD THE INTXN OF RWYS 28 AND 4. AN SMT WAS XING RWY 28 ABOUT 200 YDS IN FRONT OF US AT THAT TIME. I CLRED THE AREA OF RWY 28 TO THE LEFT FRONT OF US AND AS I CLRED THE RIGHT SIDE I SAW ACR Y START ITS TKOF ROLL ON RWY 28. THE LNDG CLRNC TO 'HOLD SHORT OF 28' DID NOT CARRY OVER AS IMPLIED WHEN TOLD TO 'TURN ON RWY 4 AND STAY WITH TWR'. THERE WAS NO HOLD SHORT TAXI CLRNC GIVEN. OUR ACKNOWLEDGEMENT WAS TO TURN OFF ON RWY 4 AND STAY WITH TWR CTLR.
