Narrative:

I was cleared to descend from 24000 to 12000' to cross CCC at 12000' and 250 KTS. I had plenty of room and got down plenty early, but I never slowed down. I went breezing past CCC at 350 KTS. Only when the controller issued a lower altitude about 5 mi past CCC did I remember the speed restriction. The controller never said a word. Causes? Small part played by fatigue. Large part played by cockpit distraction from passenger in the jump seat. I reported for duty at XA30 am in mdw after 6 hours sleep the night before. We had an uneventful day of 1-2 hour hops in excellent WX. We picked up 6 passenger at ags after the golf tournament, still well within our duty day to fly to SOP and then to hpn. It is company policy, set by the president, to never let passenger occupy the jump seat. The president is the primary violator of this clause whenever he feels it will impress a client. It is company policy, set by the FAA, that this jump seat is a 10TH seat on this aircraft, and cannot be occupied by a revenue passenger under part 135 and our operations manual/operations specifications. The copilot for the legs ags-SOP-hpn is my immediate superior as director of operations. West/O asking me first, he ok'd passenger to ride in that seat. Then he asked me if I minded. I folded. Even then a distraction doesn't have to occur, but my superior turns into a tour guide with these jump seat passenger and has to be constantly prompted to do checklist, listen to ATIS, and generally do his job. In addition, I find myself sucked in to some extent also. Nobody is flying the aircraft. So, I had some fatigue, some distraction and no backup from mr. P.right.

IN ADDITION, I FIND MYSELF SUCKED IN TO SOME EXTENT ALSO. NOBODY IS FLYING THE ACFT. SO, I HAD SOME FATIGUE, SOME DISTR AND NO BACKUP FROM MR. P.R.
