Narrative:
Center (ATC) cleared our flight over bdf at FL240 to cross 45 DME southwest of ord at 10000'. Crew read back the instructions and set 10000' in the altitude alert. At approximately 50 DME southwest of ord approach control (we changed frequency after instructions to descend) asked our altitude. We replied 10350' descending. Approach control at that time stated, 'maintain 11000'.' we questioned the altitude and after some discussion agreed he may have given us 10000' instead of 11000'. We climbed during the discussion back to 11000'. He (the controller) stated no conflict. All of the 3 crew members agreed that the altitude given by the ATC was 10000' and the PNF read back 10000' on the readback and then set 10000' in the altitude alert. I feel this type of error can only be eliminated if all parties listen to readbacks.

Title: ACR LGT ALT DEVIATION. FLT CREW CLAIMS CLEARED TO 10000', ARTCC SAYS ALT SHOULD HAVE BEEN 11000'.
Narrative: CENTER (ATC) CLRED OUR FLT OVER BDF AT FL240 TO CROSS 45 DME SW OF ORD AT 10000'. CREW READ BACK THE INSTRUCTIONS AND SET 10000' IN THE ALT ALERT. AT APPROX 50 DME SW OF ORD APCH CTL (WE CHANGED FREQ AFTER INSTRUCTIONS TO DSND) ASKED OUR ALT. WE REPLIED 10350' DSNDING. APCH CTL AT THAT TIME STATED, 'MAINTAIN 11000'.' WE QUESTIONED THE ALT AND AFTER SOME DISCUSSION AGREED HE MAY HAVE GIVEN US 10000' INSTEAD OF 11000'. WE CLBED DURING THE DISCUSSION BACK TO 11000'. HE (THE CTLR) STATED NO CONFLICT. ALL OF THE 3 CREW MEMBERS AGREED THAT THE ALT GIVEN BY THE ATC WAS 10000' AND THE PNF READ BACK 10000' ON THE READBACK AND THEN SET 10000' IN THE ALT ALERT. I FEEL THIS TYPE OF ERROR CAN ONLY BE ELIMINATED IF ALL PARTIES LISTEN TO READBACKS.
