Narrative:
While approaching jfk on approximately the jfk 060 degree right, 16 DME at an assigned altitude of 3000' and on assigned heading of 270 degrees, we received the following clearance from N90 approach control: 'turn left heading 250 degrees, cross rushy at or above 1400', cleared for the VOR DME runway 22L approach.' at this point the captain, who was flying the aircraft, began an immediate descent. I told him that we must maintain 3000', our last assigned altitude, until on a published portion of the approach. Captain continued descending, at which point I warned him that we were low and that he was not flying the approach properly. At approximately 12 DME and on or near the 052 degree right, I indicated that the minimum crossing altitude at capit (10 DME fix) was 2500'. At this point we were descending through 1900' at which time I emphatically warned the captain that we were now 600' below the minimum crossing altitude at capit (which was still 2 NM ahead of us). He continued his descent stating that we were cleared to 1400'. I continued to warn him of minimum crossing altitude on the approach. We crossed capit at approximately 1800' (700' below the minimum depicted altitude). As we approached wugal (7 DME) and after several repeated warnings of altitude deviations, I strongly advised the captain of the possibility of an FAA violation. To the best of my knowledge, we crossed wugal at approximately 1400' (600' below minimum depicted altitude). Approach control handed us over to jfk tower and as we crossed rushy (5 DME) the aircraft was approximately 800' MSL (600' low). As I was about to take control of the aircraft, jfk tower advised us to check our altitude. At this point the captain added power and began climbing in an attempt to reach the proper altitude. This was the captain's first and only acknowledgement on the entire approach that there was anything wrong. Flight continued, followed by normal landing and rollout west/O further incident.

Title: ACR WDB ALT DEVIATION CROSSING RESTRICTION NOT MET.

AT APPROX 12 DME AND ON OR NEAR THE 052 DEG R, I INDICATED THAT THE MINIMUM XING ALT AT CAPIT (10 DME FIX) WAS 2500'. AS WE APCHED WUGAL (7 DME) AND AFTER SEVERAL REPEATED WARNINGS OF ALT DEVIATIONS, I STRONGLY ADVISED THE CAPT OF THE POSSIBILITY OF AN FAA VIOLATION. TO THE BEST OF MY KNOWLEDGE, WE CROSSED WUGAL AT APPROX 1400' (600' BELOW MINIMUM DEPICTED ALT). APCH CTL HANDED US OVER TO JFK TWR AND AS WE CROSSED RUSHY (5 DME) THE ACFT WAS APPROX 800' MSL (600' LOW). AS I WAS ABOUT TO TAKE CONTROL OF THE ACFT, JFK TWR ADVISED US TO CHK OUR ALT. AT THIS POINT THE CAPT ADDED PWR AND BEGAN CLBING IN AN ATTEMPT TO REACH THE PROPER ALT. THIS WAS THE CAPT'S FIRST AND ONLY ACKNOWLEDGEMENT ON THE ENTIRE APCH THAT THERE WAS ANYTHING WRONG. FLT CONTINUED, FOLLOWED BY NORMAL LNDG AND ROLLOUT W/O FURTHER INCIDENT.
