Flight plan block fuel is 70;000 lbs. Loadmaster calls up and says that he 'fueled it to 76;000 lbs'. All of this done without crew or dispatch authorization. This very same issue was brought up in the past; and safety reports filed. Why is the loadmaster adding additional fuel? What did the previous as soon as possible report on this not resolve this ongoing issue where the loadmaster; on their own accord; just adds fuel? What is this? Where is the accountability and recourse on these renegade actions? Loadmasters are used to 'doing what they want'.
