Narrative:

Was conducting instrument flight instruction. Lesson was intersection holds. The student had been holding at the intersection for about 15 mins at same altitude. Used 5500' MSL because inbound heading was eastbound. Our aircraft was mode C/encoding and was in use. Aircraft is IFR current. Conflict aircraft passed from south to north of us in a rapid descent. It had to turn westerly to avoid another aircraft about 2 mi north of our position. While I was operating in a known student practice area outside of the arsa boundaries, we could possibly had made contact with the approach/departure controller. Not sure this would be a good idea because the controller would need to track needless numbers of aircraft in a practice area. It is known that controllers train on the terminal system here. They regularly make a practice of transiting aircraft from the south up the corridor above the main north/south highway in the state. This corridor goes right through a known student practice area. Generally, student maneuvers are below the altitude of the overflying jets, but not always. When the main airport is using north flow, the aircraft are sent right through. I don't feel it would be too difficult to move the corridor.

NOT SURE THIS WOULD BE A GOOD IDEA BECAUSE THE CTLR WOULD NEED TO TRACK NEEDLESS NUMBERS OF ACFT IN A PRACTICE AREA. IT IS KNOWN THAT CTLRS TRAIN ON THE TERMINAL SYS HERE. THEY REGULARLY MAKE A PRACTICE OF TRANSITING ACFT FROM THE S UP THE CORRIDOR ABOVE THE MAIN N/S HWY IN THE STATE. THIS CORRIDOR GOES RIGHT THROUGH A KNOWN STUDENT PRACTICE AREA. GENERALLY, STUDENT MANEUVERS ARE BELOW THE ALT OF THE OVERFLYING JETS, BUT NOT ALWAYS. WHEN THE MAIN ARPT IS USING N FLOW, THE ACFT ARE SENT RIGHT THROUGH. I DON'T FEEL IT WOULD BE TOO DIFFICULT TO MOVE THE CORRIDOR.
