Narrative:
While departing in VMC on an IFR flight plan from runway 29 at hpn tower handed off to departure control. Pilot of aircraft X was wearing foggles for IFR training and copilot was commercial IFR rated safety pilot. Just after being handed off to departure a high wing small aircraft Y crossed over the top of aircraft on exact opp heading approximately 400' above our aircraft. Safety pilot advised departure control, who stated that we should have been advised of traffic by tower personnel before handoff.

Title: AN SMA DEPARTING ARPT CAME IN CLOSE PROX TO AN ACFT PASSING THROUGH THE CTL ZONE.
Narrative: WHILE DEPARTING IN VMC ON AN IFR FLT PLAN FROM RWY 29 AT HPN TWR HANDED OFF TO DEP CTL. PLT OF ACFT X WAS WEARING FOGGLES FOR IFR TRNING AND COPLT WAS COMMERCIAL IFR RATED SAFETY PLT. JUST AFTER BEING HANDED OFF TO DEP A HIGH WING SMA Y CROSSED OVER THE TOP OF ACFT ON EXACT OPP HDG APPROX 400' ABOVE OUR ACFT. SAFETY PLT ADVISED DEP CTL, WHO STATED THAT WE SHOULD HAVE BEEN ADVISED OF TFC BY TWR PERSONNEL BEFORE HDOF.
