Narrative:

At rdu and cleared for taxi to runway 23L from parking area which is adjacent to taxiway a. While taxiing north on taxiway a and when about to cross runway 32/14 I looked at both approach ends and noticed a twin engine aircraft about to land on runway 32. I was able to stop the aircraft before entering the runway. When I asked rdu ground control, he said yes I was cleared to runway 23L and cleared to cross runway 14/32. He said the aircraft was going to hold short and he normally told taxiing aircraft if another aircraft was going to land and hold short. I don't know if the ATC regulations allow this, but I don't want to cross a runway with a landing aircraft. It's a bad policy and I can just imagine what a passenger would say if he noticed it or worse reported it to the FAA. Callback conversation with reporter revealed the following information. Called the facility and talked to the pps. He said they have a waiver from the regional office to taxi across runway threshold en route to runway 23L west/O prior coordination with local control. Local control must hold arrival traffic short of runway 23L. He also stated that only small aircraft are allowed to land on runway 32 when ground control has approved to cross west/O coordination. Small transport's and larger cannot land unless local controller advises ground control that the blanket clearance to cross at the threshold has been revoked. There is 3800' of runway to the intersection of runway 23L. Coordination for blanket clrncs must be on the landline.

WHILE TAXIING N ON TXWY A AND WHEN ABOUT TO CROSS RWY 32/14 I LOOKED AT BOTH APCH ENDS AND NOTICED A TWIN ENG ACFT ABOUT TO LAND ON RWY 32. I WAS ABLE TO STOP THE ACFT BEFORE ENTERING THE RWY. WHEN I ASKED RDU GND CTL, HE SAID YES I WAS CLRED TO RWY 23L AND CLRED TO CROSS RWY 14/32. HE SAID THE ACFT WAS GOING TO HOLD SHORT AND HE NORMALLY TOLD TAXIING ACFT IF ANOTHER ACFT WAS GOING TO LAND AND HOLD SHORT. I DON'T KNOW IF THE ATC REGS ALLOW THIS, BUT I DON'T WANT TO CROSS A RWY WITH A LNDG ACFT. IT'S A BAD POLICY AND I CAN JUST IMAGINE WHAT A PAX WOULD SAY IF HE NOTICED IT OR WORSE RPTED IT TO THE FAA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. CALLED THE FAC AND TALKED TO THE PPS. HE SAID THEY HAVE A WAIVER FROM THE REGIONAL OFFICE TO TAXI ACROSS RWY THRESHOLD ENRTE TO RWY 23L W/O PRIOR COORD WITH LCL CTL. LCL CTL MUST HOLD ARR TFC SHORT OF RWY 23L. HE ALSO STATED THAT ONLY SMALL ACFT ARE ALLOWED TO LAND ON RWY 32 WHEN GND CTL HAS APPROVED TO CROSS W/O COORD. SMT'S AND LARGER CANNOT LAND UNLESS LCL CTLR ADVISES GND CTL THAT THE BLANKET CLRNC TO CROSS AT THE THRESHOLD HAS BEEN REVOKED. THERE IS 3800' OF RWY TO THE INTXN OF RWY 23L. COORD FOR BLANKET CLRNCS MUST BE ON THE LANDLINE.
