Title: ZLA Center Controller reported a departing aircraft was issued the wrong SID according to the new OAPM arrival/departure procedures implemented for their airspace.
Narrative: OAPM (Optimization of Airspace and Procedures in the Metroplex) issue. Aircraft X's flight plan showed POM9 SID and was issued and flew the POM9 SID. The aircraft did not fly or was not issued SNSHN1 SID as required.
