Narrative:

Air carrier X was level at 3000' per ZOB instructions. As we saw the shoreline of cleveland, I remarked to the captain that center should have handed us over by now. The captain called center for a radio check. The center controller apologized for not turning us over sooner, and gave us cle approach frequency. Cle ground controller asked us to call tower on the phone. The tower wanted to know why we were so late in contacting them. The explanation of center late handoff was accepted to my knowledge, no further action was taken.

Title: ARTCC RADAR CTLR GAVE LATE FREQ CHANGE TO ACR X. ACR X ENTERED APCH CTL AIRSPACE WITHOUT COM.

Narrative: ACR X WAS LEVEL AT 3000' PER ZOB INSTRUCTIONS. AS WE SAW THE SHORELINE OF CLEVELAND, I REMARKED TO THE CAPT THAT CENTER SHOULD HAVE HANDED US OVER BY NOW. THE CAPT CALLED CENTER FOR A RADIO CHK. THE CENTER CTLR APOLOGIZED FOR NOT TURNING US OVER SOONER, AND GAVE US CLE APCH FREQ. CLE GND CTLR ASKED US TO CALL TWR ON THE PHONE. THE TWR WANTED TO KNOW WHY WE WERE SO LATE IN CONTACTING THEM. THE EXPLANATION OF CENTER LATE HDOF WAS ACCEPTED TO MY KNOWLEDGE, NO FURTHER ACTION WAS TAKEN.
