Narrative:

About 3-4 weeks prior to incident new radios were installed. Aircraft was flown to test same. Passenger was radio installer. Takeoff normal and gear retraction appeared normal with amber light illuminated. Landing was normal, but reaching ramp were met by airport manager with a pair of binoculars. He stated that he had observed aircraft in flight and gear was only about 1/2 retracted. Hydraulic fluid and gear lights were checked and found normal. Aircraft was then flown again. Gear retracted normally, was recycled and again all normal as was landing. On day of incident, approach normal and gear light showed green. Immediately after contact with runway, gear retracted and aircraft settled gently on runway. Gear horn never sounded. I am unable to account for either anomaly mentioned.
