Narrative:
On departure from runway 18R at tpa as per company policy we climbed on runway heading to 400' before turning to a heading of 200 degree per tpa 1 departure. In our turn the controller gave us a 'heading of 360 degrees out of 3000'.' in climb out of 2000' we called to verify the controller wanted a right turn to 360 degrees. His response was, 'the tpa 1 departure is a right turn to 200 degrees.' at 3000' we executed a right turn to 360 degrees. Company procedures are to maintain runway heading until 400' before executing any turn. At 400' we turned to 200 degrees, but the wind was 280 degrees at 10 KTS. The controller may have thought we were not following the SID, but we were. I believe the wind showed our track across the ground as not complying with the SID. We were heading 200 degrees when he called the departure to our attention.

HIS RESPONSE WAS, 'THE TPA 1 DEP IS A RIGHT TURN TO 200 DEGS.' AT 3000' WE EXECUTED A RIGHT TURN TO 360 DEGS. COMPANY PROCS ARE TO MAINTAIN RWY HDG UNTIL 400' BEFORE EXECUTING ANY TURN. AT 400' WE TURNED TO 200 DEGS, BUT THE WIND WAS 280 DEGS AT 10 KTS. THE CTLR MAY HAVE THOUGHT WE WERE NOT FOLLOWING THE SID, BUT WE WERE. I BELIEVE THE WIND SHOWED OUR TRACK ACROSS THE GND AS NOT COMPLYING WITH THE SID. WE WERE HDG 200 DEGS WHEN HE CALLED THE DEP TO OUR ATTN.
