Narrative:
I was conducting an instrument training flight, altitude 2800' MSL. Radio contact was established with alliance tower, preceeded by contact with regional approach. The approach was being conducted in VFR conditions under VFR flight rules. No radar service was provided, nor IFR-VFR sep. While transitioning to intercept the localizer for an ILS approach, I was informed by alliance tower controller that regional approach had called and said my aircraft had entered the dfw TCA. The floor was at 3000' MSL. The altimeter read 2800' MSL, local altimeter setting was 3000'. I do not believe I was legally in the TCA (dfw). I believe the altimeter was functioning properly and indicating 2800' MSL. I believe my transponder was inaccurately indicating 3000' MSL. Thus indicating to dfw regional approach that I was in violation of their airspace. I believe this so called 'incident' could have been avoided by permitting the approach to be conducted under the direction of regional approach. Instead of alliance tower. Also, by requesting verification of altitude reporting equipment from ATC, on my part. The transponder and altitude each had checked and were within legal limits for IFR use according to far part 91.

Title: SMA ACCUSED OF FLYING IN THE DFW TCA.
Narrative: I WAS CONDUCTING AN INSTRUMENT TRNING FLT, ALT 2800' MSL. RADIO CONTACT WAS ESTABLISHED WITH ALLIANCE TWR, PRECEEDED BY CONTACT WITH REGIONAL APCH. THE APCH WAS BEING CONDUCTED IN VFR CONDITIONS UNDER VFR FLT RULES. NO RADAR SVC WAS PROVIDED, NOR IFR-VFR SEP. WHILE TRANSITIONING TO INTERCEPT THE LOC FOR AN ILS APCH, I WAS INFORMED BY ALLIANCE TWR CTLR THAT REGIONAL APCH HAD CALLED AND SAID MY ACFT HAD ENTERED THE DFW TCA. THE FLOOR WAS AT 3000' MSL. THE ALTIMETER READ 2800' MSL, LCL ALTIMETER SETTING WAS 3000'. I DO NOT BELIEVE I WAS LEGALLY IN THE TCA (DFW). I BELIEVE THE ALTIMETER WAS FUNCTIONING PROPERLY AND INDICATING 2800' MSL. I BELIEVE MY TRANSPONDER WAS INACCURATELY INDICATING 3000' MSL. THUS INDICATING TO DFW REGIONAL APCH THAT I WAS IN VIOLATION OF THEIR AIRSPACE. I BELIEVE THIS SO CALLED 'INCIDENT' COULD HAVE BEEN AVOIDED BY PERMITTING THE APCH TO BE CONDUCTED UNDER THE DIRECTION OF REGIONAL APCH. INSTEAD OF ALLIANCE TWR.
