Narrative:
After departing ric for bwi landing controller cleared us from FL230 to FL190. I (captain) advised controller that we were requesting direct to ott VOR due to WX. Controller advised we had to stay on arwy. I replied we could only attempt to stay on arwy for another 5-10 mi. 5 mi from penetration into a line and a major cell (5 mi wide) I advised we needed to turn to 060 degrees immediately. Supervisor came on and gave me a short dissertation on dca arrival flows. I requested a 360 degree turn or I was turning to 060 degrees 'now.' frequency change was given and next controller advised I could 'deviate as necessary, direct ott when able.' previous controller was more preoccupied with arrival routes than sending aircraft through major storm. I was not about to penetrate this storm with clear WX 30-40 degrees to my right (with 75 passenger on board). Very poor cooperation during bad WX conditions. I'll cooperate as much as possible with controller, but I will not jeopardize the safety of my aircraft and people.

Title: CONFLICT BETWEEN ACR MLG CAPT AND ARTCC RADAR CTLR OVER WX DIVERSION.
Narrative: AFTER DEPARTING RIC FOR BWI LNDG CTLR CLRED US FROM FL230 TO FL190. I (CAPT) ADVISED CTLR THAT WE WERE REQUESTING DIRECT TO OTT VOR DUE TO WX. CTLR ADVISED WE HAD TO STAY ON ARWY. I REPLIED WE COULD ONLY ATTEMPT TO STAY ON ARWY FOR ANOTHER 5-10 MI. 5 MI FROM PENETRATION INTO A LINE AND A MAJOR CELL (5 MI WIDE) I ADVISED WE NEEDED TO TURN TO 060 DEGS IMMEDIATELY. SUPVR CAME ON AND GAVE ME A SHORT DISSERTATION ON DCA ARR FLOWS. I REQUESTED A 360 DEG TURN OR I WAS TURNING TO 060 DEGS 'NOW.'
