Narrative:
I was flying VFR; from leesburg; va (jyo) located within the washington dc special flight rules area ('sfra') to pennsylvania. My planned route of flight was to exit the leesburg maneuvering area to the north of jyo with a squawk code xyyz. Upon exiting the sfra; I flew direct. Upon landing in PA the airport manager met me on the tarmac and said he just received a call; handed me a piece of paper; and said I needed to call the number on the piece of paper; potomac ATC. I immediately called and the individual with whom I spoke communicated I committed an sfra violation. The leesburg maneuvering area allows for northbound departures; however I did not state this on the call as it wasn't made clear what the alleged violation was; and I was caught a little off guard. I provided the individual with the requested information: name; address; telephone number; and license number. As the call ended he told me the department of homeland security would be contacting me. I departed VFR with a squawk code of 1200 a few hours later to return to leesburg; va (jyo). My route of flight was direct to frederick; md; changed course to the south of fdk to avoid the fdk class D airspace to the north and the sfra to the south; continue west until I got to purcellville; va; and enter the sfra from the west with a squawk code of xyyz in the hope of avoiding another call. After I landed at jyo; while I was still securing the airplane; an individual (assuming he was from the FBO) approached me on the tarmac and instructed me to call potomac TRACON. I immediately called and the individual with whom I spoke said I had to call the same number as before. I then called potomac ATC and the person to whom I spoke indicated I violated the sfra again. He said VFR egress/ingress to and from jyo can only be made from the west; which again I don't think is accurate but did not want to engage in a debate on the call. The individual said he didn't need to take my information again; and that I would be receiving a call from the department of homeland security soon. I completed the FAA 'dc special flight rules area' online course and I am familiar with the airspace around dc as I learned to fly out of leesburg; va. I wanted to file this to inform of the incident that occurred and my confusion relating to the alleged sfra violation.
